Now that you have completed your training for your Maryland Handgun Qualification License (HQL) its time to apply for the license. The application can be a bit confusing, so we have made step by step instructions on how to complete the application. If you haven't completed the required training yet you can click here to register. If you need the required live-scan fingerprints (yes, you will need a new set), you can click here to register. If you got them done for HQL but waited more than 30 days to apply for the HQL, they are now expired and you must have them redone.
To apply for your HQL, you must start by going to the Maryland Department of State Police Online Services Login Page.
Once you get to the main screen, select "Create User Account" at the top left corner of the page (shown above).
Once you get to this page, enter your information. Date of birth, Last Name and where they ask for a registration code type NONE. You have to make sure NONE is ALL CAPS. Once this is done hit Search at the bottom of the page (shown above).
Once you are to this page you will enter all of your information.
